The Senate Standing Committee on Railways met in Lahore under the chairmanship of Senator Jam Saifullah Khan.
The Committee reviewed flood preparedness, modernization of rail infrastructure, progress on the ML-1 project, encroachments on railway land, and irregularities in the auction of a contract at Bhalwal Railway Station.
At the outset, Pakistan Railways briefed the Committee on flood-related arrangements, informing that vulnerable sections in Jacobabad and Naushero Feroz were being closely monitored in coordination with NDMA and provincial governments. The Committee directed strict vigilance and timely rehabilitation.
While reviewing the organizational structure, the Committee expressed concern over 2011-imported Chinese locomotives, which have remained non-operational despite heavy costs. The matter has already been investigated by NAB and FIA, and the supplier firm was blacklisted. The Committee directed that full case details be submitted in the next meeting with NAB and FIA officials in attendance.
The Committee noted that no wagons were constructed between 2018 and 2023 due to lack of funds and stressed the need to revamp tracks before inducting more wagons. It decided to visit the Islamabad Carriage Factory for a detailed briefing on wagon construction and the electric train system.
On the ML-1 project, members were informed that discussions are underway with the Asian Development Bank (ADB) and China for financing. The Committee directed Pakistan Railways to keep it regularly updated, along with comparative analysis of track gauges internationally.
The Committee expressed concern over the deterioration of electric train systems, theft incidents in Quetta, Taftan, and MGPR divisions, and delays in scrap disposal. It directed foolproof security arrangements, transparent scrap auctions, and timely submission of reports.
During discussions on modernization, the Committee examined the Diesel Multiple Unit (DMU) concept for inter-city travel. Members stressed the need for track upgradation, exploring electric locomotives, and equitable station development across provinces.
The Committee emphasized inclusion of Rawalpindi in ongoing passenger facility schemes and prioritized security and resources for Balochistan. The committee expressed concerns over the contract awarded despite higher offers being available. Terming the process non-transparent, the Committee directed immediate cancellation of the auction and ordered a detailed inquiry with all stakeholders heard.
In its field visit to Lahore Railway Station, the Committee inspected facilities and security arrangements. It directed installation of ramps at all stations to facilitate persons with disabilities.
During its visit to the Pakistan Railways Academy, Lahore, the Committee appreciated the digitization of land records through the Geographical Information (GI) System, which will help monitor and prevent encroachments. The Committee, however, raised concern over deputation of staff to other organizations and salary disparities of Railway Police. It directed Pakistan Railways to discourage deputations, bring Railway Police salaries at par with provincial police, and strengthen security equipment and manpower, especially in Balochistan.
The Committee also reviewed frequent theft of expensive distribution valves and directed strict preventive measures, reporting, and accountability. It commended the timely action of Pakistan. The Chairman Committee emphasized that Pakistan Railways must modernize operations while ensuring transparency, security, and equitable development across all provinces.
